Analysis of CARES Act Pandemic Unemployment Assistance
The U.S. Department of Labor issued guidance for the Pandemic Unemployment Assistance program, which specifically helps self-employed workers and independent contractors. I believe the guidance was well-crafted and provides important flexibility for states to quickly establish eligibility for these needed benefits without making people go through bureaucratic hurdles. To assist businesses and governors, I have issued a memorandum outlining important components of the guidance and providing an avenue for states to process applications and get benefits issued. This is already being distributed in a number of states, and I hope it helps self-employed workers get assistance quickly.
