Project: WIOA Implementation (2014-16)

Hired as primary technical expert to help with all facets of implementation of the Workforce Innovation and Opportunity Act (WIOA), including the development of the following products:  (1) A presentation to the Florida CareerSource Board regarding the newly enacted WIOA and “future actions”; (2) A “Partner Program Analysis” looking at how the WIOA required partner programs deliver services in Florida and whether that is aligned with, or coordinated through, the one-stop system; (3) A “Strategic Bridge Plan” finalized in December 2014 outlining key decisions needing to be made for implementation of WIOA; (4) Various informational memoranda outlining key issues and options for decisions on issues such as regional planning and one-stop infrastructure funding; (5) A matrix looking at both current state and local board construction in Florida as compared to new WIOA requirements; (6) A draft administrative policy for issuance regarding local board initial designation; (7) A draft administrative policy for issuance regarding guidelines for membership composition and the process for certification and decertification of local boards under WIOA; (8) An Eligible Training Provider List (ETPL) background paper; and (9) Recommendations for the State of Florida to use as its response to the WIOA Notice of Proposed Rulemaking (NPRM).
